Horticulture New Zealand Chief Executive Mike Chapman reports that the main issue from the horticulture sector consists of emissions from fertiliser use and limiting this is the only effective mechanism currently. Mr Chapman maintains any greenhouse gas policy needs to look at the wider picture of food security and research needs to be done to help provide lower-emissions fertilisers. Mr Chapman notes that high quality soils reduces the need for fertiliser so reginal and central government planning needs to be aware of this. Chapman said there are also broader issues relating to food security that must be included in any analysis of how the sector responds to greenhouse gas limits.
